SCA to CMA Transition – What This Means for Your Business

Effective 1 January 2026, Federal Decree-Laws No. 32 and 33 of 2025 renamed the Securities and Commodities Authority (SCA) as the Capital Market Authority (CMA), with a one-year transition period for full implementation.

The CMA inherits all rights, obligations, assets, and liabilities of the SCA and has expanded supervisory, licensing, and enforcement powers across the capital markets sector.

The CMA's jurisdiction now explicitly covers a broader range of regulated activities, including issuance, brokerage, asset management, intermediation, valuation, and alternative finance.

Strengthened corporate governance requirements continue to apply to public joint-stock companies, including independent directors, audit committees, and internal control systems – with non-compliance fines starting at AED 100,000 per violation.
